SETKÁME SE NA CZECH TOUR
Dear sporting fans, it is my pleasure to welcome you on behalf of organizing team of such an important event which the Czech Tour 2019 is. Formerly Czech Cycling Tour, but everyone was using shorter version, so we decided to change our name officialy.
Vážení přátelé cyklistiky, jsem rád, že Vás mohu přivítat za organizační tým letošního ročníku Czech Tour. Dříve Czech Cycling Tour, ale všichni jsme stejně používali zkrácený název. Jdeme s dobou, zkracujeme.
During a eleven-year history the race has become the important event in the international calendar of road races with positive feedback from cycling teams. Thanks to that, we managed to move to higher category in 2015 and we can look forward to better and better competition on roads around the Olomoucký and Moravian-Silesian region with every edition.
Czech Tour si za svou jedenáctiletou historii vybudoval významnou pozici nejen v domácím, ale i mezinárodním cyklistickém kalendáři. Také díky velmi pozitivní odezvě od domácích i zahraničních účastníků jsme od roku 2015 ve vyšší kategorie závodů a můžeme se tak každý rok těšit na výborné závodní pole. Přestože se sjede velmi dobrá konkurence z celého světa, věřím, že čeští cyklisté budou, jako již tradičně, patřit v náročných etapách v Olomouckém a Moravskoslezském kraji mezi protagonisty závodu a že jim domácí fanoušci připraví skvělou atmosféru.

Milí sportovní přátelé, fanoušci cyklistiky,
I am delighted that the Moravian and Silesian Region is hosting another international sporting event. The Czech Tour 2019, the world great event in road bicycle racing and the most prestigious cycling event in the Czech Republic over its ten-year existence, has established a strong position in the domestic and international cycling calendars. I am pleased that one of its attractive stages leads once again through the Moravian and Silesian Region.
jsem velmi rád, že Moravskoslezský kraj hostí další mezinárodní sportovní akci. Czech Tour 2019, Světový pohár v silniční cyklistice, nejprestižnější cyklistický závod v České republice, si za svou desítiletou historii vybudoval významnou pozici nejen v domácím, ale i v mezinárodním cyklistickém kalendáři. Těší mě, že jedna z jeho atraktivních etap opět vede Moravskoslezským krajem.
Czech cycling aces, as well as international professional racers familiar to us from races such as Tour de France, Giro d’Italia, and Vuelta a España, will battle this time over a twelve-kilometre cobbled stretch through the Libavá military area, the undulating terrain from Otice via Kunín with a mountain bonus in Kojetín, the journey through Frenštát pod Radhoštěm and Pustevny, and the circuit around Frýdek Místek finishing at the square Zámecké náměstí. I wish all race participants, not only for this Moravian and Silesian stage, top form, no injuries, good luck, and the joy of victory. I believe that spectators will create a great atmosphere and the spirit of sport and fair play will dominate once again.
Špičky české cyklistiky i zahraniční profesionálové, které vídáme na takových závodech, jakými jsou Tour de France, Giro d´Italia či Vuelta, se v ní tentokrát budou muset poprat s dvanáctikilometrovým „kostkovaným“ úsekem vojenského prostoru Libavá, čeká je zvlněný terén z Otic přes Kunín s horskou prémií v Kojetíně, cesta přes Frenštát pod Radhoštěm a Pustevny a okruh okolo Frýdku Místku s dojezdem na Zámeckém náměstí. Přeji všem účastníkům závodu, a nejen v této moravskoslezské etapě, tu nejlepší formu, aby se jim vyhýbala zranění, štěstí a radost z úspěchu. Věřím, že diváci připraví skvělou atmosféru, a opět vyhrají sportovní duch a férová hra.

Vážené dámy a pánové,
The Olomouc Region provides sponsorship to many sporting events, including the Czech Tour 2019. However, it is the one making me feel dizzy just reading its description. And I consider myself a cycling fan. Well, judge for yourself:
Olomoucký kraj poskytuje záštitu mnoha sportovním akcím, Czech Tour 2019 je jednou z nich. Ovšem je to jedna z mála událostí, ze které se mi při čtení programu zatočila hlava. A to mám jinak jízdu na kole docela rád. Posuďte sami.
The riders will ride 586 km all over the Olomouc and Moravia-Silesia Regions. I think I am not alone who covers a similar distance during several years, not during four days as the Czech Tour riders.
Jezdci během sjíždění Olomouckého a Moravskoslezského kraje najedou rovných 586 kilometrů. Myslím, že nejsem sám, kdo podobnou kilometráž našlape nanejvýš během několika let, ale rozhodně ne v průběhu čtyř dnů jako závodníci Czech Tour.
Moreover, the riders will climb 9000 meters in Jeseníky and Beskydy mountains. More than Mount Everest! Personally, I prefer easy, flat routes with some gentle slopes only. As you can see my sport performance and the performance of the world cup riders are miles apart. But we do have something in common – we hate to sit idle. I am really glad you are of the similar mould. Otherwise you would not come to cheer the riders of the Czech Tour 2019 up. I wish you fun watching the race.
A pak – během výšlapů do vrcholů Jeseníků a Beskyd cyklisté překonají převýšení devět tisíc metrů. To je víc, než kolik měří Mount Everest. Osobně dávám při jízdě na kole přednost rovince nebo mírným kopečkům. Jak vidíte, sportovní výkonost mě od účastníků světového poháru v silniční cyklistice na míle odděluje. Jedno ale máme přeci jen společné – neradi sedíme s rukama v klíně. A já jsem velmi rád, že vy jste na tom podobně. Jinak byste závodníkům Czech Tour 2019 fandit nepřišli. Přeji vám příjemné divácké zážitky.

Vážení sportovní přátelé,
after many years, Ostrava will welcome world road cycling event again! Very attractive team time trial will take place soon in our city as one of the stages of the prestigious Czech Tour cycling race. Apart from the best Czech riders, we will see the teams known from the Tour de France or the Giro d´Italia, along with the riders who raced at the Grand Tour, including the winners of this year‘s Tour de France stages. There will also be riders that have represented their countries at the World Championships or the Olympic games.
Ostrava uvítá po dlouhých létech světovou silniční cyklistiku! V našem městě se brzy uskuteční divácky velmi atraktivní časovka družstev jako jedna z etap prestižního cyklistického závod Czech Tour. Na ní se představí kromě nejlepších českých závodníků také týmy, jejichž jména známe z Tour de France nebo Giro d´Italia, a s nimi i cyklisté, kteří závodili na těchto „Grand tour“, včetně vítězů etap letošní Tour de France. Uvidíme ale i další jezdce, které známe z mistrovství světa či olympiád.
In the past, cycling was one of the most popular sports in Ostrava. The first cycling clubs were established in our town in the 1880s and in the following decades there were forty cycling clubs and organizations operating. They focused primarily on sports, but also participated in cultural and educational life of the city.
Cyklistika patřila v Ostravě v minulosti k nejpopulárnějším sportovním odvětvím. První cyklistické oddíly vznikly v našem městě v 80. letech 19. století a v následujících dekádách zde působilo čtyřicet cyklistických klubů a organizací. Věnovaly se především sportu, ale podílely se také na kulturním a osvětovém životě ve městě.
Ostrava is rightly referred to as a city of sport and a city that truly lives in sport. This is proved by huge fans‘ interest in sports events such as the Golden Spike, the European Championships and the Junior Figure Skating Grand Prix, the World Ice Hockey Championship, the Fed Cup and Davis Cup tennis competitions and much more. I believe that this year‘s Team Time Trial will also attract the same interest, and by supporting it we fulfil the wishes of many fans rightfully bringing to mind the long-term absence of top road cycling event in our city. However, cycling is not just an attractive sport, but also an alternative form of eco-friendly transport and, literally, a lifestyle. Therefore, we are constantly expanding the network of cycle paths, we have introduced and supported a very successful bikesharing and we try to make cycling more pleasant in our city in other ways. I wish the competitors great success on the Ostrava track and the spectators an unforgettable experience.
O Ostravě se právem hovoří jako o městu sportu a městu, které sportem opravdu žije. Potvrzuje to velký zájem fandů o sportovní akce, jako jsou Zlatá tretra, mistrovství Evropy a juniorská Grand Prix v krasobruslení, světový šampionát v hokeji, tenisová klání Fed Cupu a Davis Cupu a mnohé jiné. Věřím, že stejný zájem vybudí i týmová časovka letošní cyklistické Czech Tour, jejíž podporou vyplňujeme přání mnoha fanoušků oprávněně připomínajících dlouhodobou absenci špičkové akce silniční cyklistiky v našem městě. Cyklistika však není jenom atraktivním sportovním odvětvím, ale také alternativním druhem ekologické dopravy a doslova i životním stylem. Proto neustále rozšiřujeme síť cyklostezek, zavedli jsme a podporujeme – mimochodem velmi úspěšný – bikesharing a snažíme se i dalšími způsoby zpříjemnit cyklistům pohyb v našem městě. Přeji závodníkům, ať na ostravské trati podají co nejlepší výkony, a divákům pak skvělou podívanou. Cyklistice zdar!!!

REGLEMENT 1. Organisation CZECH TOUR is organized by TTV Sport Group CZ s.r.o., Heinemannova 2695/6, Praha 6 e-mail: czechtour09@seznam.cz, tel.: +420 731 050 451, www.czechcyclingtour.cz The race is run under UCI rules. The race is comprised of 4 stages and is held on 15 - 18 August 2019. Stage 1 August 15, TTT, Ostrava, 16,0 km, start at 17:00 in Ostrava, K Trojhalí street Stage 2 August 16, Olomouc – Frýdek-Místek, 186,6 km, start at 11:30 in Olomouc, Jeremenkova street Stage 3 August 17, Olomouc – Uničov, 175,3 km, start at 11:00 in Olomouc, Horní náměstí Stage 4 August 18, Mohelnice – Šternberk, 178,0 km, start at 10:30 in Mohelnice, nám.Svobody 2. Event type The race is opened for riders of Men Elite (ME) and Men Under 23 (MU) category. The race is registered in UCI EUROPE TOUR calendar. The race is classified as 2.1. class. According to UCI rules points for UCI EUROPE TOUR individual classification are awarded according to the following scale: a) general classification: 125,85,70,60,50,40,35,30,25,20, 15,10,5,5,5,3,3,3,3,3,3,3,3,3,3 points to the riders for 1st to 25th classification (placings) b) stage classification: 14, 5, 3 points for 1st – 3rd classification (placings) c) leader jersey: 3 points for each stage in total individual classification by time. Concerning the team time trial stage, points stated above under a) are awarded to the teams. These points are divided equally into riders of the team classification. Every single rider who finishes in the time of team will be awarded by the same number of points as classified rider of the respective team. 3. Participation According to article 2.1.005 of UCI rules the race is opened for World Tour Teams, UCI Pro Continental teams, Continental teams, National teams According to article 2.2.005 of UCI rules is the number of starting riders per team set to 7. 4. Meeting according to article UCI 2.2.034: Organizer – Police of the Czech Republic – Motorcycle drivers – Press – TV – Jury, 15 August 2019, 10:30, Clarion Hotel 5. Start order for team time trial Start order in the 1st stage – team time trial will be determined in the reversed order according to the following criteria (the winner team in the total individual classification in 2018 will start as the last one) 1. Winner team of the general individual classification in 2018 (if defending yellow jersey at the start) 2. World Tour teams – start order according to the placings of the Word Tour classification 3. UCI continental teams – start order according to the actual team classification UCI 2019 4. National teams - their start order will be determined by the referees Start interval is 2 minutes for all teams. During the team time trial all teams are entitled to get assistance from their mechanical support vehicle while respecting articles 2.5.021 – 2.4.027 of UCI rules. 6. Radio-Tour Radio-Tour will be broadcasted on frequency UHF 448,490 MHz. 7. Neutral mechanical assistance For mass start stages the organizer provides 3 neutral mechanical vehicles. 8. Protected area before stages´ finish a) In case of duly noted fall, puncture or mechanical incident recognized by the referees in the area of last 3 km of stage 2, 3 and 4 with mass start article 2.6.027 of UCI rule will be applied. b) In case of duly noted fall, puncture or mechanical incident recognized by the referees after passing through the red flag indicating the area of last 1 km of stage 1 (area intended for team time trial) article 2.6.028 of UCI rule will be applied.

c) None of stages´ finish is considered according to article 2.6.029 of UCI rule as stage with the finish on the top of a hill-climb. 9. Refreshment zone during the team time trial During the team time trial refreshment zone is not established. Serving refreshments to the riders during the team time trial is banned. 10. Green zone 20 km before finish and marked locations in all stages. 11. Bonifications and time transfer Bonifications are awarded according to articles 2.6.019 – 2.6.021 of UCI rules as follows: a) Bonifications at the finish of stages 2, 3 and 4: 1st place 10 s / 2nd place 6 s / 3rd place 4 s No bonification at stage 1. b) Bonifications at intermediate sprints of stage 2, 3 and 4: 1st place 3 s / 2nd place 2 s / 3rd place 1 s For the team time trial times will transfer according to article 2.6.025 of UCI rules as follows: Classification in the team time trial is counted in the general team classification and general individual classification. The time of each team determines the time of the rider who crossed the finishing line on 4th place.

Classifications The race consists in the following competitions: A) General Individual time classification YELLOW JERSEY Olomoucký / Moravskoslezský kraj Winner of this classification is the rider with lowest sum of times recorded during each stage. In case of same times in individual classification in final placing, the following criteria shall be applied: 1. lower sum of placings obtained in each stage 2. better placing in the last stage ridden Leader of this classification obtains the yellow jersey and is required to start in this jersey. B) Points classification, GREEN Satum Points are awarded at the finish of each stage. Points are awarded for following placings at the finish and at intermediate sprints: a) Stages with mass start: 1st – 15th place: 25, 20, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 point. b) Intermediate sprints: 1st – 3rd: 5, 3, 1 point. Winner of this classification is the rider with highest sum of points. In case of same points at the finish of the classification, the following criteria shall be applied:
A) Each rider of the team who arrived to the finish at the same time as the fourth rider or at better time will get the same time as the fourth rider. B) Riders crossing the finishing line at worse time than the time of the fourth rider of the team, will get a real time of the crossing the finish.

Times stated above under A) or B) are counted with a precision of whole seconds in general individual classification. Measured fractions of seconds are not taken into consideration for the total classification.
Consists of mountain primes. Points are awarded for first 5 riders: 5, 4, 3, 2 and 1 point. Winner of this classification is the rider with highest sum of points received in mountain primes.
The real time reached by the 4th rider of the team is counted in the general team classification.
In case of same points in the general mountain classification for more riders, the following criteria shall be applied:
12. Time limit For each mass start stage the time limit is set to 15% of stage winner´s time. No time limit for the 1st stage. In exceptional cases only, unpredictable and of force majeure, the commissaries panel may extend the finishing time limits after consultation with the organiser. In case riders out of time limit are given a second chance by the judges, they shall have confiscated the equivalent points awarded to the winner of this stage to their individual general 38
Leader of this classification obtains the green jersey and is required to wear this jersey. C) Mountain classification, POLKA DOT JERSEY Emco
1. higher number of first places in mountain primes 2. better placing in the general individual classification Leader of this classification obtains the polka dot jersey and is required to start in this jersey. D) Best rider under 23 classification WHITE JERSEY Best of British Cars – Jaguar Land Rover Ostrava Winner of this competition is the best placed rider born 1997 – 2000 in the general individual classification by time.
Leader of this classification obtains the white jersey and is required to start in this jersey.

G) Team classification The team classification in stage shall be calculated on the basis of the sum of the three best individual times from each team. In case of same times in team classification in stage the following criteria shall be applied: 1. better sum of places of the first 3 team riders with the best times on the stage 2. better placing of their best rider on the stage classification The team general classification will be calculated on the basis of the sum of the three best individual times from each team in all stages. In the case of same times in the general team classification, the following criteria shall be applied: 1. higher number of first places in the daily team classification in each stage 2. higher number of second places in the daily team classification in each stage etc. 3. better placing of the best rider on the general individual classification If there is still a draw, the teams will be separated by the placing of their best rider in the general individual classification. Any team reduces to fewer than three riders will be eliminated from the general team classification. Riders of the leading team in the general team classification are required to wear a distinctive sign provided by the organiser. 14. Various The race takes place under special conditions established by the Police of the Czech Republic and the Department of Transport and Road Economy of the Olomouc and Moravian-Silesian Regions, i.e. complete road closure.

Czech anti-doping legislation will be applicable in addition to the UCI’s anti-doping regulations. Awards ceremony According to article 1.2.112 of UCI rules the concerned riders must participate in official ceremonies and must arrive no later than 10 minutes after crossing the finish line. Each rider receives 2 jersey numbers, 1 frame number and chip on the front fork.
18. Penalties The UCI penalty scale is the only one applicable. 19. Other A. Priority of jerseys If the rider is leading in more than one classification, the holder of the jersey will be a rider placed at 2nd placings of the perspective classification, eventually at other placings according to the following priority: 1. yellow jersey, 2. green jersey, 3. polka dot jersey, 4. white jersey, 5. red jersey

For team time trial 1 number put on the back and the chip on the front fork is sufficient. The chips have to be returned to the organiser after the race. In case of not returning the chip a fine of 100 € will be applied. C. Signing of starting sheets All riders are required to sign on the starting sheet before the start of the race according to the article 2.3.009. The starting sheets will be at the start area 40 minutes before the start of each stage with mass start. The signing will terminate 10 minutes before the start of each stage.
